ELENA mechanism

The ELENA Mechanism provides technical assistance for energy efficiency and renewable energy investments, focusing on buildings and innovative urban transport, aiming to achieve the community's energy and environmental goals for 2030. It is a joint initiative of the European Investment Bank and the European Commission under the Horizon 2020 program and can cover up to 90% of the technical assistance costs for preparing large-scale investment programs related to these objectives.

Investment programs that can be supported by the ELENA mechanism are related to one of the following areas of investment activity:

Energy Efficiency

Sustainable Housing

Urban Transport and Mobility

To date, beyond the INNOFIN project, 5 projects have been supported in our country through the ELENA mechanism, related to enhancing the energy efficiency of buildings and public infrastructure, developing renewable energy sources in the built environment, sustainable mobility, and the installation of smart grids. Of these, two have been successfully completed, while three are in progress, as presented below.

The projects supported by the mechanism will significantly improve energy efficiency in public buildings and other facilities, such as schools, hospitals, sports infrastructures, and administrative services across the country.
